but minor magic wouldn't necessarily reflect in a fight anyway: half the goblins you meet could have minor magic but wouldn't use it in a fight after all and that is where you engage with goblins the most.
the other thing to bear in mind is that the world of Titan was built around the game books and had lots of powerful spell casters in the background, but your adventures normally only involved a few at a time (warlock of fire top mountain: just Zagor, City of Thieves 2 (Nicodemus and Zanbar Bone), Forest of Doom 1 (Yaztromo only I think), Return to Firetop mountain had 2 (Zagor and Yaztromo) island of the undead had loads of course)
but each of these game books were made as single player games so you'd expect this.
Titan sourcebook made it clear that spell casters are quite common, each orc, troll or goblin tribe would have their own shamans or witch doctors, some of whom might actually have magical ability, certainly elven settlements would have plenty (every Elf has Magic score of at least 1 so they are *all* spell casters of some sort)
Essentially the world of Titan versus the world of Titan you interact with in the solo gamebooks are actually quite different (I think anyway)
